Who we are:
FPSOA - Federal Protective Service Officers of America FPSOA is a newly established National Union specializing in the representation of Federal Protective Service employees throughout the United States. Our interest is in representing the interests of Police Officers, Inspectors, Special Agents, Physical Security Specialists, DOD Officers, Border Patrol Officers, TSA Officers, Federal Correctional Officers under the jurisdiction of the Federal Labor Relations Authority FLRA.
The Federal Protective Service (FPS) is the federal police force of the Secretary of Homeland Security. As a component of U.S. Department of Homeland Security, National Protection and Programs Directorate within DHS Headquarters, FPS is responsible for law enforcement and security of nearly 9,000 federally owned and leased buildings, courthouses, properties, and other federal assets and the personnel associated with those assets. FPS is a federal law enforcement agency, and currently employs approximately 750 federal law enforcement officer/inspectors, and special agents. FPS provides integrated law enforcement and security services to U.S. Federal buildings, courthouses, and other properties administered by the General Services Administration (GSA) and the U.S. Department of Homeland Security (DHS).
To support that mission, FPS contracts, with private security firms, to provide 15,000 Federal Contract Guards providing access control and security response within federal facilities throughout the nation. FPS also protects other properties as authorized and carries out various other activities for the promotion of homeland security as the Secretary of Homeland Security may prescribe, to include providing a uniformed police response to National Security Special Events, and national disasters.
About the Federal Protective Service
The Federal Protective Service is a branch of the National Protection and Programs Directorate and a headquarters component of the U.S. Department of Homeland Security (DHS). As the police force of the Secretary of Homeland Security, FPS is responsible for policing, securing and ensuring a safe environment in which federal agencies can conduct their business. FPS does this by investigating threats posed against over 9,000 federal facilities nationwide.
FPS's work focuses directly on the interior security of the nation and the reduction of crimes and potential threats to federal facilities throughout the nation. Uniformed FPS officers/inspectors and special agents respond to calls for assistance, conduct investigations and provide crime prevention tips, as well as assist in occupant emergency planning.
All federal facilities under FPS control receive a thorough building security assessment on a recurring schedule. During this assessment representatives of all agencies in the facility are interviewed to gather information on the specific mission they perform within the facility, and intelligence and crime statistics for the area are reviewed, as are existing security countermeasures. Based on the findings and working with the agencies housed in the facility, security countermeasures are added or adjusted. This allows for tailored security for each individual facility versus a one-size-fits-all approach.
While the FPSOA seeks to represent Federal Protective Service employees throughout the United States the FPSOA has also chartered several independent 9(b)(3) unions under the FPSOA banner who are authorized to represent Federal Contract Guards, Special Police Officers (SPO's) Security Guards , Security Officers, Nuclear Security Officers, or any Security Police Officer recognized by the National Labor Relations Act under 9(b)(3).

The FPSOA is based out of the Washington D.C. Metropolitan area. Presently, the FPSOA is working with other Federal Protective Service Officer unions in both the federal sector as well as several Federal Contract Guard 9(b)(3) unions under our affiliated union in joint organizing campaigns around the country to help improve the wages, benefits and working conditions of all Federal Protective Service Officers and private Federal Contract Guards who are the first line of defense in protecting our homeland security.
Our mission is to unite as one VOICE both the Federal Protective Service Officers and private Federal Contract Guards nationwide who work side by side under the Federal Protective Service agency under the Department of Homeland Security. The FPSOA and its affiliated union stands on the principles and rights that our members and future members have the right and privilege to join or associate with our union to collectively negotiate Improved Higher wages and Benefit determinations under the Service Contract Act, to seek Job Security, A Voice on the Job, RESPECT and to demand improved training through federal legislation and funding to ensure both our members safety as well as the safety of those we protect.
